The Urwigo site is from the Czech Republic.
Once you have the Urwigo builder downloaded there should emulatorr an icon on your desktop. A small screenshot is on the right. That brings us to an online version of the builder created by Ranger Fox called Wherigo Kit. You can also share your cartridge with friends to enable collaborative cartridge creation.

I have since moved on and would recommend you do the same. The fastest way to get started is by looking for an open source cartridgedownloading it, and opening it within one of the Wherigo builders. For example, if you like a visual, flow-based interface, look into Urwigo. Aimed at being an entry-level builder, Kit's limited functionality allows it to have a very low learning curve. Ranger Fox is still working on the program however so it has not incorporated all of the features available.

Once you've done so, look over the cartridge in the builder to learn how it works. The only downside I know besides being exclusive to PCs of is that it was built in Sweeden so the site to download it is not in English.
